This resolution states that the deployment of Russia's tactical nuclear weapons within Belarus is a threat to Ukraine and NATO member states. The resolution also states that the use of such weapons by Russia, Belarus, or their proxies is an attack on NATO requiring an immediate response, including the implementation of Article V of the North Atlantic Treaty. (Article V provides for collective action by NATO members when a member is attacked.)
