This bill establishes the Southern New England Regional Commission. (Federal regional commissions address perceived regional economic underdevelopment.) The commission is given the same structure and duties as the Southeast Crescent Regional Commission, Southwest Border Regional Commission, and Northern Border Regional Commission.
