Healthy Competition for Better Care Act

This bill generally prohibits agreements between health insurance plans and provider networks that (1) restrict an insurance plan from offering incentives for enrollees to use specific providers, (2) require a plan to enter into additional agreements with an affiliate of the provider network, or (3) require a plan to agree to certain payment rates or other terms with entities that are not a party to the contract.
