Combatting Foreign Influence Act of 2019

This bill establishes the Malign Foreign Influence Response Center within the Office of the Director of National Intelligence (ODNI). The center shall (1) serve as the primary government organization for analyzing intelligence relating to malign foreign influence operations, (2) coordinate government efforts related to detecting and responding to such operations, and (3) assess the expertise and readiness of government departments to respond to such operations. The center shall focus on operations conducted by Russia, Iran, North Korea, China, and other countries that the ODNI may select.

The inspector general of the intelligence community shall annually review the center's activities and report findings and recommendations to Congress. The center shall terminate eight years after the passage of this bill.
