Save Our Seas 2.0: Enhancing the Domestic Marine Debris Response Act

This bill generally addresses efforts to reduce marine debris and establishes (1) the Marine Debris Response Trust Fund for the National Oceanic and Atmospheric Administration to respond to marine debris events, (2) the Marine Debris Foundation nonprofit organization, and (3) the Genius Prize for Save Our Seas Innovations.
