Forest Management for Rural Stability Act

This bill establishes the Natural Resources Permanent Fund to provide payments to certain counties containing federal land. The bill also provides appropriations for the fund, requires certain annual receipts generated from public lands to be deposited into the fund, and grants a federal charter to the Forest and Refuge County Foundation to manage the fund.
