This resolution condemns the military offensive launched by Azerbaijani and Turkish-backed forces on Artsakh and calls on all involved parties to honor cease-fire negotiations.

In addition, the resolution

  • urges the United States to withhold assistance to Azerbaijan until it ceases military operations in Artsakh,
  • enourages open communication between officials of Artsakh and the U.S. government, and
  • calls for the full participation of Artsakh in intergovernmental negotiations regarding its future.

(Artsakh is officially recognized as a part of Azerbaijan.)
