Exporting Clean Energy Act

This bill revises the powers and functions of the Export-Import Bank of the United States, including to require the bank to focus on energy financing when an international strategic competitor is bidding for a contract against the United States that deals with energy technology or natural resources or when the United States is capable of providing lower emissions than a competitor.
