Nation Owes Community Lifelines After Weathering Sandy Act or the NO CLAWS Act

This bill prohibits the Federal Emergency Management Agency (FEMA) from taking action to recoup federal disaster and emergency assistance from an individual or a household unless there is evidence of fraud.
