Clean Energy Standard Act of 2019
This bill addresses clean energy standards.
Among other things, the bill
- requires retail electricity suppliers to sell a certain quantity of clean electric energy;
- establishes a federal clean energy credit trading program;
- subjects retail electricity suppliers to civil penalties for noncompliance with requirements;
- establishes a state energy efficiency, clean energy deployment, and electric bill reduction program;
- requires the Department of Energy (DOE) to facilitate coordination between the federal clean energy program and state clean and renewable energy programs;
- requires the National Academy of Sciences to periodically evaluate all aspects of the federal clean energy standard; and
- directs DOE to establish a program for the research, development, demonstration, and deployment of clean energy technologies and portfolios.
