This bill amends the Farm Security and Rural Investment Act of 2002 to allow algae to be considered an eligible material under the Department of Agriculture (USDA) Biomass Crop Assistance Program (BCAP).

(Under BCAP, USDA provides matching payments to assist agricultural and forest land owners and operators with the collection, harvest, storage, and transportation of eligible material for use in a biomass conversion facility. Under current law, algae is excluded from the definition of "eligible material.")
