This bill limits penalties from being enforced against a person fishing on a U.S. flag fishing vessel in certain areas of the Pacific Ocean based on a report by an observer, unless (1) the observer's report is provided to the captain and the owner of the vessel within 60 days after the end of the fishing trip, and (2) any enforcement action based on such report is brought within one year after the end of the fishing trip.
