Education Assistance to Realign New Eligibilities for Dependents Act of 2017 or the EARNED Act of 2017

This bill expands the category of individuals who may transfer Department of Veterans Affairs Post-9/11 educational assistance to a spouse or dependent child to include any service member or veteran who, at the time of approval of a benefits transfer request, has completed at least 20 years of active-duty service, including at least 90 days of post-September 10, 2001, service.
