This bill amends the Fixing America's Surface Transportation Act (FAST Act) to modify the definition of "covered driver" for purposes of a commercial driver pilot program to mean an individual between the ages of 18 and 21 who: (1) holds a valid commercial driver's license; (2) has a driving record without citations, violations, or other safety infractions; and (3) has received a certification of completion of a training program or similar qualification demonstrating skill and aptitude with respect to the operation of a commercial motor vehicle. (Current law limits participation to individuals between such ages who are members or former members of the Armed Forces or reserve components, and who are qualified in a Military Occupational Specialty to operate a commercial motor vehicle or similar vehicle.)
