Congratulates the National Aeronautics and Space Administration (NASA), the John Hopkins University Applied Physics Laboratory in Maryland, the Southwest Research Institute in Colorado, and the academic and private sector partners of the New Horizons mission for their roles in the historic flyby of Pluto by the New Horizons spacecraft.

Recognizes the importance of the New Horizons mission to the long-term exploration of the solar system by NASA and the training of the next generation of planetary scientists.
