Library of Congress Sound Recording and Film Preservation Programs Reauthorization Act of 2016

(Sec. 2) This bill amends the National Recording Preservation Act of 2000 to reauthorize through FY2026 the national sound recording preservation program of the Library of Congress and the National Recording Preservation Foundation in an amount not to exceed the lesser of $1 million or (as under current law) the amount of private contributions whether in currency, services, or property made to the Foundation by private persons and state and local governments.

The number of members of the Board of Directors of the National Recording Preservation Foundation shall be increased from 9 to 12, at least 8 of whom (currently, at least 6) must be knowledgeable or experienced in sound recording production, distribution, preservation, or restoration.

(Sec. 3) The bill amends the National Film Preservation Act of 1996 to reauthorize through FY2026 the National Film Registry of the Library of Congress and the National Film Preservation Foundation.
