 Plain-English summary Congressional Research Service

This bill makes it unlawful to engage in the commercial harvesting of Atlantic striped bass in the coastal waters or in the U.S. exclusive economic zone (EEZ). The EEZ is a zone contiguous to the territorial sea, including zones contiguous to the territorial sea of the United States, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands, and United States overseas territories and possessions.

Violators are subject to civil penalties and forfeitures.

The Atlantic States Marine Fisheries Commission must amend its Interstate Fisheries Management Plan for Atlantic striped bass to take in to account this prohibition. Similarly, the U.S. Fish and Wildlife Service must adjust the scope of its Albemarle Sound-Roanoke River Basin Striped Bass Study.
