Stop Tobacco Smuggling in the Insular Areas Act of 2016

This bill amends the federal criminal code to prohibit in American Samoa, the Commonwealth of the Northern Mariana Islands, and Guam trafficking in contraband cigarettes and contraband smokeless tobacco. "Contraband" means items for which the applicable taxes have not been paid.
