Help End Assault Rifle Tragedies (HEART) Act of 2016

This bill amends the federal criminal code to make it a crime to knowingly transfer, loan, or dispose of a machinegun or semiautomatic assault weapon to an individual who is known or reasonably believed to be less than 16 years of age.

It defines the term "semiautomatic assault weapon."

A violator is subject to a fine, up to 10 years in prison, or both.
