Help Extract Animals from Red Tape Act of 2016 or the HEART Act of 2016

This bill amends the federal criminal code to modify the general rules that govern civil forfeiture proceedings. Specifically, it adds requirements with respect to the seizure of an animal involved in animal fighting.
