Opioid and Heroin Epidemic Emergency Supplemental Appropriations Act

This bill provides FY2016 supplemental appropriations for the Department of Justice (DOJ) and the Department of Health and Human Services (HHS) to address heroin and opioid drug abuse. The funds are designated as an emergency requirement, which exempts the funds from discretionary spending limits and other budget enforcement rules.

For DOJ, the bill provides funds for State and Local Law Enforcement Assistance and Community Oriented Policing Services (COPS) programs.

For HHS, the bill provides funds for:

  • the Substance Abuse and Mental Health Services Administration,
  • the Centers for Disease Control and Prevention,
  • the National Institutes of Health, and
  • the Public Health and Social Services Emergency Fund.
