This bill authorizes FY2016-FY2021 appropriations from the Highway Trust Fund (other than the Mass Transit Account) for the University Transportation Centers Program and requires the Federal Highway Administration to administer the program.

The program provides grants to nonprofit institutions of higher education to establish and operate university transportation centers to advance transportation expertise and technology, provide a transportation knowledge base outside of the Department of Transportation, address critical workforce needs, and educate the next generation of transportation leaders.
