Excessive Use of Force Prevention Act of 2015

Amends the federal criminal code to include the application of any pressure to the throat or windpipe which may prevent or hinder breathing or reduce intake of air within the meaning of "punishment, pain, or penalty" for purposes of the federal prohibition against deprivation of rights under color of law.
