Maritime Lien Reform Act of 2013 - Bars specified federal shipping laws related to maritime liability from: (1) establishing maritime liens on state or federal fishing licenses (authorizing a person or use of a vessel to engage in fishing), and (2) authorizing civil actions to enforce maritime liens on such licenses.
Specifies that a "fishing license" is governed solely by the state or federal law under which it was issued and is not included in the whole or as an appurtenance or intangible of a vessel.
