Never Forget 9/11 Heroes Act - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to add the September 11th Victim Compensation Fund and the World Trade Center Health Program Fund to the list of programs exempt from any presidential sequestration order.

Requires the President, if the amendment made by this Act takes effect after the final sequester order for FY2014 is issued, to revise the order to account for the amendment and issue a new order.
