Plain-English summary
Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) to impose liability for hazardous substances releases of pollutants or contaminants if the President takes any response measure pursuant to CERCLA response authorities with respect to the pollutants or contaminants.
Excepts otherwise liable persons who engage in conduct with respect to such pollutants or contaminants from liability for damages for injury to, destruction of, or loss of natural resources, including the reasonable costs of assessing the injury, destruction, or resulting loss.
