Revises the highway safety improvement program.

Directs the Secretary of Transportation (DOT), under the highway safety improvement program, to establish performance measures for states to use to assess significant reductions in the number of serious injuries and fatalities (as under current law) specifically for both motorized and nonmotorized transportation.
