End Sex Trafficking Act of 2013 - Amends: (1) the federal criminal code to expand the scope of prohibitions against sex trafficking to include patronizing or soliciting a commercial sex act with a victim of sex trafficking, and (2) the Trafficking Victims Protection Act of 2000 to expand the definition of "sex trafficking" to include patronizing or soliciting a person for the purpose of a commercial sex act.

Directs the Attorney General to ensure that all task forces and working groups within the Innocence Lost National Initiative engage in activities, programs, or operations to increase the investigative capabilities of state and local law enforcement officers in the detection, investigation, and prosecution of persons who patronize or solicit children for sex.
