Supports humanitarian and reconstruction assistance provided by relief agencies and the international community.

Commends local authorities, first responders and rescue personnel, NGOs, volunteers, and everyday citizens for their efforts to organize and deliver disaster relief.

Urges additional assistance by other nations and organizations to alleviate the difficult circumstances and suffering of the people of Bosnia and Herzegovina, the Republic of Croatia, and the Republic of Serbia.
