Requires the Comptroller General to annually: (1) study the adequacy and accuracy of Department of Veterans Affairs (VA) baseline model projections for health care expenditures for that fiscal year; and (2) report study results to the congressional veterans, appropriations, and budget committees.

Requires each such report to be made available to the public.
