Dwight D. Eisenhower Memorial Commission Reform Act - Revises requirements for appointing members to the Dwight D. Eisenhower Memorial Commission to allow the Senate and the House of Representatives to appoint persons instead of only Members of the Senate and the House to the Commission.

(Under current law, the President appoints four persons, the Senate appoints four Members of the Senate, and the House appoints four Members of the House. The bill allows the Senate and House appointments to be persons instead of only Members.)

Requires each appointment to the Commission to be made in consultation with the Eisenhower Foundation, a public foundation located in Abilene, Kansas.

Terminates the membership of the present Commission and the employment of present staff.
