Refueling Assistance Act of 2014 - Directs the Secretary of Transportation (DOT) to study motor vehicle refueling assistance to qualified individuals with disabilities.

Requires the Secretary to report to Congress the study results and any recommendations for imposing feasible and cost-effective requirements on gas stations to improve motor vehicle refueling assistance for such individuals.

Authorizes the Secretary to impose a civil penalty on persons who knowingly violate any regulations issued under this Act.
