Requires the Department of Veterans Affairs (VA) to charge an advance payment of veterans' educational assistance against the final and, if necessary, penultimate month of the recipient's entitlement to such assistance.

Prohibits an individual from receiving more than one advance payment of veterans' educational assistance during any academic year.
