Directs the Secretary of Veterans Affairs (VA) to pay to the estate of Shelton Hickerson, formerly of Indianapolis, Indiana, the amount that the Secretary awarded to Hickerson upon his death but that was not payable to any survivor, or to the estate, of Hickerson.
