Freight Infrastructure Reinvestment Act of 2013 - Directs the Secretary of Transportation (DOT) to establish a National Freight Mobility Infrastructure Improvement Program to award competitive grants to states and designated entities for eligible costs of projects to improve the efficiency and capacity of freight mobility in the United States.

Amends the Internal Revenue Code to establish a National Freight Mobility Infrastructure Fund to carry out projects under this Act.

Imposes a tax on taxable ground transportation of property equal to 1% of its fair market value. Requires transfer into the Fund of amounts equivalent to the tax.
