Commuter Rail Passenger Safety Act - Amends the Railroad Revitalization and Regulatory Reform Act of 1976 to make the installing of positive train control systems eligible for railroad rehabilitation and improvement direct loans and loan guarantees.
Extends the railroad safety technology grants program for FY2014-FY2018.
