Healthy Food Choices Act of 2013 - Amends the Food and Nutrition Act of 2008 to require that supplemental nutrition assistance benefits (SNAP, formerly known as the food stamp program) be used to purchase only supplemental foods that are eligible for purchase under the special supplemental nutrition program for women, infants, and children (WIC).
