Patents and Trademarks Encourage New Technology Jobs Act or the PATENT Jobs Act - Requires, notwithstanding the presidential sequestration order issued on March 1, 2013, that the budgetary resources sequestered with respect to the U.S. Patent and Trademark Office (USPTO) be available for obligation for the same purpose and in the same manner as if such order had not been issued.

Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to expand the list of budget accounts exempt from reduction under certain sequestration orders issued by the President to include the USPTO.
