Renewable Chemicals Parity Act of 2013 - Amends the Farm Security and Rural Investment Act of 2002 to make biorefinery assistance available for renewable chemicals projects.

Defines "renewable chemical" as a monomer, polymer, plastic, formulated product, or chemical substance produced from renewable biomass.

Extends mandatory and discretionary funding for biorefinery assistance through FY2018.
