Directs the Secretary of Agriculture (USDA) to convey to the Mullins and Sturgill Cemetery Association of Pound, Virginia, specified National Forest System land in the Jefferson National Forest in Wise County, Virginia, which contains the Cemetery as well as an easement to provide access to such land.

Requires the Association to pay the Secretary cash consideration equal to the land's market value, which shall be deposited into the Treasury general fund for deficit reduction.
