Lower East Side Tenement National Historic Site Amendments Act - Amends P.L. 105-378 (relating to the establishment of the Lower East Side Tenement National Historic Site in New York City, New York) to add the lower east side tenement at 103 Orchard Street to the Historic Site.

Prohibits anything in this Act from authorizing the Secretary of the Interior to acquire the property at 103 Orchard Street.
