Directs the Administrator of the General Services Administration (GSA) to convey to Miami Dade College of Miami Dade County, Florida, all right, title, and interest of the United States in and to the David W. Dyer Federal Building and U.S. Courthouse at 300 NE 1st Avenue in Miami, Florida.

Allows the college to use such property as a cultural and educational complex, including additional class and programming space for workforce training, community workshops, lectures, performances, exhibitions, and screenings.

Exempts the conveyed land from environmental impact statement requirements under the National Environmental Policy Act of 1969 (NEPA).
