Marine Turtle Conservation Reauthorization Act of 2013 - Amends the Marine Turtle Conservation Act of 2004 to provide for its applicability to the United States (currently, the Act applies to foreign countries).

Authorizes appropriations to the Marine Turtle Conservation Fund for FY2014-FY2018. Authorizes an increase in the amount available from the Fund for administrative expenses. Requires not less than 20% of amounts made available from the Fund for any fiscal year to be used for projects relating to the conservation of marine turtles in the United States.
