Condemns Russia for: (1) supporting the Assad regime in Syria, and (2) opposing U.N. Security Council resolutions regarding Syria.

Concludes that Russia's actions: (1) have enabled the Assad regime to maintain power and perpetrate mass atrocities, and (2) undermine U.S. national security interests as well as the stability of the Middle East.

Urges Russia to: (1) end all weapons transfers to the Assad regime; (2) support international sanctions against Syria; and (3) support a peaceful transition of leadership in Syria, starting with the early departure of Bashar al-Assad.
