Instructs the Secretary of Defense (DOD) to ensure that the civilian and contract services workforces of DOD are sufficiently sized, taking into account military strategy requirements and military end-strength.

Directs the Comptroller General (GAO) to submit a report that assesses the sufficiency of the sizing of the DOD civilian and contract services workforces. Requires such report to assess whether such sizing is consistent with federal workforce management and sourcing laws.
