Prohibits the Secretary of the Air Force from planning or executing the permanent relocation of any F-16 aircraft assigned to Eielson Air Force Base (Alaska) as of the date of enactment of this Act.

Directs such Secretary to ensure that the number of such aircraft assigned to Eielson as of September 30, 2012, equals or exceeds the number assigned as of October 1, 2011.
