Stalkers Act of 2011 - Amends the federal criminal code to revise stalking provisions to prohibit: (1) the use of any electronic communication service or electronic communication system of interstate commerce to stalk victims; and (2) conduct that attempts to, or that would be reasonably expected to, cause substantial emotional distress to such a victim.
