Amends the Energy Policy Act of 2005 to authorize the Secretary of Energy (DOE) to take actions to ensure the viability of innovative technology projects to avoid, reduce, or sequester air pollutants or anthropogenic emissions of greenhouse gases that are eligible for loan guarantees with potential applicants for such guarantees.

Requires a person that fails to achieve technical criteria that is provided in such a loan guarantee agreement to surrender to the Secretary any property leased from the Secretary or otherwise acquired or used using funds provided for such guarantees.
