Counterfeit Drug Penalty Enhancement Act of 2011 - Amends the federal criminal code to establish criminal penalties of a fine, imprisonment for life or any term of years, or both, for trafficking in counterfeit drugs.

States that nothing in this Act shall be construed to apply to a drug solely because the drug is manufactured in or imported from a foreign country.
