Helping Devastated Farmers Act of 2011 - Makes supplemental appropriations to the Department of Agriculture (USDA) for FY2011 for expenses resulting from any event occurring in 2011 that is designated as a major disaster pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act for: (1) the Farm Service Agency's Emergency Conservation Program, and (2) the Natural Resources Conservation Service's Emergency Watershed Protection Program.

Designates each amount made available by this Act as emergency spending.
